There are a couple givens when dealing with phone companys and data
communications...  One of the most important is:  If they can set it up
wrong they will.

Relying on the phone company for authentication seems risky.  Trusting
them for access control seems down right fool hardy.  I have no
specifics related to frame relay, but from what I've seen of phone
company data security I wouldn't trust them

Cray Communications makes some frame relay boxes that can encrypt data
communications.  I dont know if they do authentication or not.
