This is not a universally correct assumption. At least one of the  
common carriers here in the past would assign the people with the  
most *seniority* to new technology (a union requirement). This meant  
that the people with the most recent experience and training would be  
left fixing teletypes while the old teletype mechanics would work on  
the "high-tech" equipment. This used to ensure that almost nothing  
from this carrier worked smoothly.

Age and seniority *can* override youth and training.
