I'm not aware of any particulars with frame relay, but with SMDS
there is the ability to configure call screening and address screening
in the SMDS switches themselves.  This would allow you to set
up some first level access lists which would function at the SMDS level
in addition to the protocol (IP) level access lists which would reside
in your router.

I don't know if frame relay has a similar capability.
