	I would like to form an email based workgroup to update smtp. 

You should get in touch with the IETF SMTP working group, which is
proposing updates to SMTP.  The mailing list is
"ietf-smtp @
 dimacs .
 rutgers .
 edu", with the usual "-request" address.

	smtp has various places where empty strings are used as loop
	breakers.  A side effect is that not in all instances,
	especially in error cases, a complete traceback verification can
	be achieved.

There is a new notifications working group forming in the IETF, which
you should get in touch with.  There is some overlap in what you're
proposing, since they are concerned with MTA error reporting and
notifications.  The mailing list is "notifications @

usual "-request" address.
