Subject: screening router choice

I remember seeing someone post a while back about the existance of
routers that do better packet filtering than CISCO routers.  Could
someone expand on this?  I am in the process of choosing a router that
will be implemented as the internal screening router of a screened
subnet firewall.  We would like to stay in the $4000 range (two ethernet,
no expansion capability necessary).

The key word here is "better".  What exactly can other routers do in
this area (packet filtering) that CISCO routers cannot?
