I'm working on a network management security problem
and want to know what applies in the real world.

If a organization is geographically distributed but
interconnected via a public network (e.g. Exxon via Internet), and
the organization has firewalls in place where the organizational
network connects to the public network, how is the firewall typically
configured to permit the flow of network management packets through
the firewall:

  1) IP filter
  2) Network Management proxy 
  3) Don't care, No Op, Zilch, Nada
