I believe the problem is a reverse lookup problem. Some ftp sites want to do a
reverse lookup before allowing you to Anonymous ftp. This is a problem if you are
trying to hide behind a firewall.

If the problem is only with some sites, then either it's not your site's
dns problem, or else your dns server is flakey, responding sometimes, and
not others.
