Glenn-
	If you want a well-done spec for a firewall I suggest you use
one of the companies you mentioned.  I am sure the folks at TIS, or
the DEC Seal folks, or Paul Vixie even could write up a spec that
would be very well done.  I used to work for a consulting company
and customers would often pay us to construct an RFP, that we would
then bid on.  (And no, we did not win all the bids for those RFPs!)
