Where to get http(d)

Hi.  I have seen a couple of references to a package http(d) in the digest,
with references to CERN.  I'd like to take a look at it and see what good
things it might do for me, but don't know where to look.  Checked the faq,
cert, greatcircle, etc. and came up empty.  Is there an anonymous ftp server
for CERN?  If so, could someone give me a pointer to it?
