The keys generation, keys exchange, and authentication takes place at the
network layer of the OSI model.  The protocol used is called NLSP (Network
Layer Security Protocol).  The product is all software which must reside
on the end-nodes communicating.  Data is only encryted.  The packet information
needed to perform the transport remains intact.  If you need more info.,
Hughes can give you a white paper on this.  I have never used this product but
am considering it.
