That is exactly what the problem is -- users at a site, NOT
the entire domain. Why penalize the entire domain because of the
actions of a few people?
Furthermore, we should not be responsible for the maintenance
of _any_ list of "bad" users or sites; instead it should be the
responsibility of the system administrator or administration authority
at the site in question to take appropriate action against the
person(s) who are cracking. If the site management does not want to
take action against improper use of their networks, then either they
should be held responsible or their Internet connection should be
severed.
