Can anyone suggest a way that System Admin types can exchange data
which will assist us in a timely manner. I am speaking of NOT
black-balling domains, but at the least letting us know there is a
problem coming from a certain group?

The Hack List, while in principle is a good concept, burt has several
problems, which have been pointed out. 

The current reporting/warning agencies are sometimes a little slow for
my liking.

While I would be willing to notify the problem S.A. or postmaster, 
not all sites react in a timely manner. 

Maybe some type of Net policy, on problem user/site/host resolution is
in order?

The NET must address the problem or else one day we will here the 
most famous words history, before a fall;

"I'm from the government and I'm here to help" 

Is anyone else willing to address the issue as a RFC or whatever?

I would ask we work out another maillist to avoid choking FIREWALL.
