Perhaps posters of commercial material should *be required* to send the
posting to you for posting, if appropriate. Kind of like a "moderated"
channel to the list distribution. If people then insist on continually
posting commercials without going through the moderated channel, your list
processor can exclude them from posting to the list. This last step is
usually not necessary (thank goodness).
