I'm yet to try it out, but swIPe will provide IP over IP encapsulation
with both encryption (DES) and authentication (MD-5 based).  You can
use either or both or neither.  swIPe is not a "final" product, but
the result of the current efforts by the IETF WG responsible for this.

Look for swipe.tar.Z with archie.
