	What is "the customer" in the sentence above? The real
issue is that a firewall admin has several "customers" namely:

	1) Organization policy (if one) 
	2) Upper management
	3) System users

	Sometimes all 3 of these are in conflict. Knowing who
"the customer" is can be difficult but is very important. :)
