 Maybe 1000 is a bit optimistic, but I agree; I wouldn't like to loose my time
setting up a dead mailing list. I hope to get enough feedback in the next
days to take the appropriate decision.

 This is in fact a problem, and if you don't subscribe, we'll loose a French
firewall expert :-)

 Well, I'm not sure this is exactly the point: many people who speak french
aren't willing to browse english lists as huge as Firewalls or Bugtraq. Others,
while perfectly understanding what is written, have some difficulties to
express their ideas in english. For example, this reply took me at least twice
as much time as it would in French, while probably horrible ;-)

 This could be also a way to provide a kind of load-balancing between the
"real" list, to which most of us will still subscribe because it's our job,
and "local" lists, where more pragmatic or country-specific issues could be
discussed. I can see a very good example of this: the French WWW list.

 This point seems in fact to interest some people, and not only from France
(Quebec at least). And yes (this is to answer someone else), there are some
"regional" security issues: IP providers policies, for example.

 Now, I believe that we're going off-topic of this list. Many people have yet
replied privately, giving very good suggestions, and I'll stay collecting
answers for a while before taking a decision. At least, if the list is
created, I'm sure that we'll have a huge thread about refining its charter ;-)
