Check out Anonymous FTP Security FAQ (http://iss.net/), it talks about 
how to correctly set up Anon FTP and check for security holes within
FTP.  There are several ftpd available.  Wuftpd is probably the most 
widely used with the most options.  It has been known to have bugs in the 
past, but because it is the most popular ftpd version, it has been probably
more scrutinized than any other version.
