Actually it says that the CA and management gui are separate
applications and it just so happens that today you must run the CA on
Windows95 and the management gui on HPUX or SCO.

SKIP for Solaris (which wont do you much good if you are running
windows) is freely available now and documentation of SKIP is available
at http://skip.incog.com. You would need to check out the ipsec list to
find out about other alternatives.
