I think that if you don't set rxspeed and txspeed when configuring your lines
on the cisco it will use 9600 as default value.
I have put theese lines into our 516:
line 2 14
login tacacs
modem ri-is-cd
rxspeed 38400
txspeed 38400
flowcontrol hardware
Then I let the modems convert the linespeed.
