As I discussed with Ted in private email, this isn't correct.  The CERT
advisory (and various news stories in the popular media) reported sniffer
attacks in general.  Neither the advisory nor any news stories ever
mentioned the NSFNET, and in fact no sniffer programs were ever installed
on any NSFNET routers.
