I'm eager to see whether some really useful replies come from your query.

There is the CERN proxy, which will run in standalone mode, obviating
the need to re-read the config file for each connection. It does not,
however, pre-fork; it forks on demand.  It's also, I understand, a
piece of dead code; works well now, but no new development is
anticipated.  (Correction invited.)

As far as this group is concerned, it also raises the issue of size &
complexity vs. security, and administration of a separate security
configuration outside of netperm-table.

There are, I believe, other proxies out there (harvest, &c.?), but am
unfamiliar with them.
