Er, I don't think you'll find one.
Ping is an ICMP level operation, it causes the far end to send back an
ICMP response.  The UNIX systems I've worked with all implement this
in the kernel.  I can't speak for other things like VMS or DOS.

Because its ICMP not UDP or TCP and has no data payload,
I can't see how or *why* you need a proxy for it.

I can see that you may have set up filters to block ICMP messages
such as ping, if your router can support this.  Maybe that's
your real problem.
