Subject: CERN HTTPD Proxy Rules

I have setup a CERN HTTPD proxy server.  However, each time a client attempts to access a URL, the HTTPD logs:

DefaultFail. Failing "/www.anywhere.com/" by default
Explanation. no Pass rule

Can anyone explain what entries need to be in httpd.conf to allow all internal hosts to connect to all external URLs??
