Thanks to all who responded.  The general consensus was that there are
better ways of allowing ftp and html access.  (Thanks for backing me
up.)  Anyway, the WWW Security FAQ at
http://www-genome.wi.mit.edu/WWW/faqs/www-security-faq.html was very
helpful as well as some articles from the Bugtraq archives.
