Let your packet filtering router do the work it was designed for: limit
the number of packets being delivered to your network.  Putting the
firewall in front of the router means more traffic to the firewall.  If
the router has more than two ports, then you could connect your public
services to one port of the router, and the rest of your internal
network through the FW on another.
