Shutdown of the entire system isn't necessary; merely the networking
subsystem. Some data might be lost; however even on a heavily-loaded Oracle
database, typically this wont be more than one or two transactions.
Preventing unauthorized access from occurring again is the problem. Some
admins have a policy of letting the access continue, leaving the system
vulnerable on purpose so they can track the other end of the connection.
This is much easier to do these days. Then, depending on your disposition,
you either notify the authorities or quietly arrange for an unfortunate
accident to occur regarding the intruder (like cutting his fingers off).
Others find the hole, plug it, and wait for the next one.
