The rate throttling stuff is gone. The only limits now are your line
speed, the speed of the net between where you are and the hosts that
pick up compuserve.com:{23,4144}. Once you get to the gateway hosts
the limit will the bandwidth from the gateway machines divided by
the number of users (actually the sum of the load generated by all
the users).
