Yes you can. You can restrict an IP from going out. Just get the IP
from the machine and write a rule in the firewall to deny the IP from
going out or in.

Hi Everybody,
I am running BSD2.0 unix machine as Internet Gateway. Can I
restrict some of the machines in our lan to do internet browsing
?.Is there any firewalls available for this.
Can any one help me.
