   I cannot cite the case law, it was several years ago, but the US 
government has this policy as a result of some specific case.  The 
wording that we are REQUIRED to use shows up on every official network, 
from TS to unclassified, unless the network is intended as some Washington
Web sites are ( I just had an image of fat spiders <g> ) for public
access.

   I will guarantee you that it exists.  It was/is damned expensive to
deal with at the Federal level too.
