Are you using Netscape 2.02 or earlier? Those versions have a particularly
annoying bug that if you use a proxy or SOCKS configuration, Netscape will
not pick it up unless you go to the Options/Network/Proxies page, look at
the page (not even changing a field), hit OK and then everything works
fine.
This bug is fixed in 3.0, but it vexed a lot of our folks behind the
corporate firewall... Seemed only to exist in the 16-bit Windows 3.1x
versions...
