I searched out low-cost, Windows95-based sniffers a while back. I bough NetXray but returned it because they wanted a significant amount of money for their support contract and one little file so I could run it under NT 4.0. I found LanSleuth (by Systems and Synchronus, Naperville, IL). It was about half the cost of NetXRay had good support and upgrade policies (they promised to upgrade me to NT 4.0 free whe it became available, it probably is by now). LanSleuth's interface isn't perfect but its not bad either.
