Below I have attached an applicable portion of a press release from a company
claiming to support the IPSEC standards.  It is my understanding that these
standards are some ways off ?

Could someone clarify whether this company is correct of if this is just
vendor hype?

Did I miss a meeting? or are these standards still in draft form?

TimeStep, the SVPN(TM) Company, today introduced the PERMIT IntraGate and
PERMIT MicroGate
IP data encryption systems for enterprise-wide secure virtual private
networking. IntraGate and MicroGate represent a breakthrough in enabling
organizations to secure virtually any node, subnet, or network across the
internal or external corporate Intranet, delivering greater performance at a
fraction of the cost of less capable systems. 
          Part of the TimeStep PERMIT product suite of IPSEC encryption
solutions, IntraGate and MicroGate enable companies for the first time to
take a comprehensive approach to network security and in turn use economical
Internet and public network links for corporate data. Priced at $2,295
(U.S.), IntraGate is a centrally-managed site-to-site, solution securing data
traffic for entire LAN segments. Priced at $1,495 (U.S.), MicroGate enables
companies to secure a single network device for data traffic between servers.
For example, a company can install the PERMIT Security Gateway at its
headquarters, IntraGate at its branch offices and MicroGate on internal file
servers to provide a comprehensive, end-to-end security system for all
internal and external corporate data. Both systems will be available in
October.
          "IntraGate and MicroGate fundamentally change the economics of
network security," said Tim Hember, president of TimeStep. "They make
possible secure networking applications that simply were not practical or
cost-effective before. Companies can now deploy a robust encryption solution
across their entire company and between their business partners. It truly is
a breakthrough because it removes the cost and implementation barriers to
using the Internet or other public networks for serious business
applications."
          PERMIT Security IntraGate is the most effective solution for secure
corporate applications over the Internet. A two-port Ethernet gateway that
attaches between the access router or communications server and the LAN, the
PERMIT IntraGate secures communications for remote sites over low and medium
speed WAN links up to 2.5 Mbit/sec. 
          PERMIT Security MicroGate is a high-performance gateway designed to
secure LAN communications for a single workstation or network server with
real-time performance up to 10 Mbps. The MicroGate product delivers
desktop-to-desktop network security for UNIX workstations, mainframes, and
print servers. The MicroGate device attaches between the secured node and the
LAN. By
installing the MicroGate in front of a server, corporations can create a
secure path over the existing network to ensure that only authorized
individuals have access to the information.
          Both gateways are independent of WAN technology and secure ISDN,
T1, X.25, Frame Relay and ATM. The PERMIT Security IntraGate and Security
MicroGate support multiple, simultaneous TCP/IP and IPX secure sessions. 
          All PERMIT SVPN technology implements IETF IPSEC security standards
to provide transparent end-to-end secure communications. The PERMIT system
provides data integrity, confidentiality, authentication and access control.
