Hmm..you wrote it but it is readily available for those less prone to
writing their own code.
As a reference take NT4 Advanced Server. While DHCP will dynamically assign
a free IP from a predefined pool of IPs there is an option -Add Reserved
Clients- where one can bind an IP to the MAC address of the client's net
card in the field called Unique Identifier.
In this way when the client boots the server will check the MAC address of
the client requesting the IP and accordingly assign it the IP specified in
the field IP address.
My previous comment to use DHCP was to point out that the person trying to
be
prank cannot just simply keep on sitting at his desk and use someones IP
for the purpose of looking at some lady in her privacy :).
