The ability to tap multi-mode fiber this way has
been around for at least 10 years. I don't know
about single-more fiber.
The person tapping the line can easily cut through
too much material and easily damage the fiber,
causing a complete outage. And even if done
correctly, there will be increased signal loss.
This signal loss may be high enough to halt the link,
but that will depend on alot of variables.
Some organizations that are truly paranoid about security,
put their fiber in secure conduits.
