A 'secure conduit'?  Do you mean a concuit filled with pressurized gas with
an alarm that goes off when the pressure drops?  Any plumber who has had to
tap a pressurized water main can show you how to get around that little
impediment.  Is there another method I should be aware of?  (regardless of
the fact that all our fiber runs are in open, unguarded overhead cable
trays! ;-)
