Subject: Firewall 1 vs Cisco Secure

I am working on a project that will have my company install and shared
remote access system that will be used by the local department of health. 
The remote users will be calling in on either 28.8 or ISDN modems to a
Cisco access server.  They will be going to a router that will access the
Frame Relay network of the health department.  I have two options for
authentication, first is put in a TACACS+ server and a PIX Firewall. The
second is to install a Firewall-1 and use that for authentication and
firewall.  

If someone could give me some advice on which route would be the most
secure and flexible.
