File transfer throught a firewall

     Are any secondary proxy products available which would stop all file 
     transfers through a firewall?  Assume the following:
     
     1. The network wants access to http services
     2. The network can do without all other application services including 
        SMTP
     3. Testing the current firewall (Secure Computing - Sidewinder) with 
     all other application proxies disabled (other than http) still allows 
     some file transfers (I am assuming through http gets).
     
     Any suggestions?
