   1. Does anyone know of a secure implementation of remote access provided by
a third party such as a ISP or other value added network provider?

Try contacting Pilot Network Services, if you're near L.A., S.F., Chicago or
N.Y. (I think that's all their locations at the moment, although they'll be
more soon, from what I hear.) They provide two types of secure remote access.
The first is through ISDN dialup, the second is directly through the Internet.

I have not seen the final version of the Internet-based service, but from what
I saw of the design they were coming up with, it includes PKE authentication
and strong encryption, along with a proxied session.

I have had some dealings with Pilot in the past, and in general, they provide a
very security-aware service. YMMV, but it's worth a look....
