Hi,

   I try to implement one Packet Filter in IP layer, the platform is
   Linux. Any comments is appreciated. Or My question could be:

   1. What platform should I select, Linux(having source code) or 
      others(not having source code)?
   2. What layer should I modify, IP or others?
   3. What should I notice or take care of when developping?
