Subject: How to secure a Webpage?

Our company is considering the development of a webpage and placing it 
outside our firewall.

Can anyone advise me or point me in the right direction to identify what 
controls are required for a webpage to be made as secure as possible to 
either prevent a change or at least identify if a change were made.  Is 
my assumption valid that a properly set up firewall would prevent webpage 
 browsers from penetrating our firewall?

Any assistance would be appreciated.
