That´s not true.. 

A Proxy is a method of Firewall... MS Proxy Server is a Proxy... So...???

Concepts are much more open... and the concept of "Firewall" brings not
only the fact that the firewall is built or added to the system, but all
the security policies of your network...

You can even say that MS Proxy Server isn´t a perfect firewall, but it IS a
firewall...
