Is it a significant risk?

It depends.

Assuming the use of PPP/SLIP, not just a telnet session to a host, the IP 
address issued to the dial-up user could allow the dial-up user's local system 
to be used to route traffic between your LAN and the Internet.

I have users on a WAN with dial-up internet access using Trumpet Winsock or
Win95.  Does this pose any risk to my WAN/LAN?
