As Brian Tackett pointed out earlier to me, and I'll relay now....
I'm sure the department can afford to stick a crummy dedicated 
PC/Macintosh (486 or 680xx box should be enough) to work only as a IRC 
box, and have that one machine on the outside of the firewall.

That is the safest solution yet, I've heard.
