I suggest contacting Datafellows in Europe,
(www.datafellows.com), and buying their VPN software.

If the US wants to discourage the sales of strong
cryptography, the proper solution is not bended knees and begging, its
buying the right software in the free world, and letting your
Congressman know that that was easier and faster than begging to be
allowed to buy American.

(I've just been through this for a Non-Bank Financial
Institution. We gave up trying to get 3des software out of the US,
and bought SSH.)
