The only free program I'heard about it's SATAN, wich isn't exactly a
tool to evaluate a FireWall, but it's to perform security cheking.
You can find it on the net.

Also you can find a comercial one, and I think that it is not very
cheap. the company is Internet Security Systems www.iss.net an the
product is SAFEsuit.
