This requires a hardware fix, not a software one.

Find a pair of wirecutters and clip the wire with the phone-jack type plug
hanging out of the back of his computer.  Be careful not to snip the big
black wire, unless you are well grounded.  (Puddles of water or spilled
coke are good for this.)

All other options are imperfect and do not resolve the real problems with
net access and responsibility.
