This is off topic.  Having said that...
 (1) Anyone can phone,mail, input in a credit card and purchase.  It
leaves a trail and that's what deters most (except Nigeria who has made it
a state sponsored activity and teaches the tricks of the trade in their
high schools.  So the concern is valid.

 (2) Tell me again what interest the FBI has, other than law 
enforcement?  I forget which conspiracy theory we're currently working off
of...  this is Friday.
