Radius (== the protocol) can be used with one time password (this
is really a matter for the radius server -- some of them do not

As per RFC 2138, Radius encrypts the password field but leaves
everything else in clear between the Radius client and the Radius
server.

pseudo-HTML tags added because my employeer has proposed an alternative
to Radius, Tacacs+, which nearly encrypts everything.
