If I recall, it's a bunch of BS. You have to apply for some sort of
license. I can't recall the exact agency, but I know it takes some time,
and potentially even some money, since it's classified as a munition.
I'd check some government WWW resources, apologies but I cannot say for
sure where to look. I do know the information is out there on the web,
though.
