A good library is the first step.
What books do you have on the matter?
For example, there's:
WEB SECURITY SOURCEBOOK
- A complete guide to Web Security Threats and Solutions
Authors Aviel D. Rubin, Daniel Geer, and Marcus J. Ranum
ISBN 0-471-18148-X 1997
(I think I bought it from Amazon.com)
You need to have a library of good security books, and read them.
I say that because you have asked such a fundamental question.
